» Dorothea paced the halls of the Representative's estate. It had been a few months since she had agreed to the position of Right Hand of Humans and it had helped keep her thoughts from drifting back to what happened to her on her wedding day.
Hilda had helped with that, keeping Dorothea busy enough to keep her from focusing on that black memory. The former guard captain produced her flask from a pocket and took a swig of whatever alcohol was currently occupying it.
She eventually found herself in front of Hilda's office. Perhaps the Representative was in there and had something for her to do. With that thought on her mind Dorothea approached the door and gave it a hard knock to announce her presence outside before entering.

Hilda muttered to herself as she flipped through parchment after parchment of reports from all over Terra Heroum. Even though her "domain" was in Andor, she often received reports from humans residing in Ba'dagar and Cydonia as their Representative. It wasn't a full picture, but she had some idea of what was going on in the other City-States.
"Fires in the Cydonian Woods? Hopefully Savas can handle it...it seems to be enough of an issue that even the Humans have taken notice...it's likely affecting travel..." It was one problem after another. While some can and likely are resolved by the citizens, government aid is coming into play for quite a few of the issues. They only had so many hands available so it was rather problematic. Flipping to another sheet, her eyes widened at what she saw, "Attacks against reptilian Beastfolk residing within the walls of Andor?!"
How had she not heard about this? You would think someone would inform her that people were being attacked within her walls. What in the hell were the guards doing? Before she could pursue that line of thought any further, a loud knock came from her door. She was not expecting anybody, so it was likely one of her Seconds. Hilda took a quick moment to check over the state of her office. Her arms and armor were stored appropriately in the corner on a dummy, with a plethora of papers scattered across her desk. Beyond that, it was relatively clean so she was fine.
"Come in..." she let out an exasperated sigh as she leaned back for a moment in her chair, setting the reports in hand down on the desk. Perhaps this would bring some good news, or at least new information. |

"Hm, yes, if I'm going to be traversing outside of Andor, I must wear those clothes instead..." Jason spoke quietly as he walked down the halls towards the Representative's office, or "domain" as a select few in Andor would call it. It has been about a month, three weeks if specifications were important, since he was granted the opportunity to become a Left Hand of the Humans. Since then, his flirtatious demeanor has been heavily advised to not be the best bridge to form a respective relationship with the Right Hand and Representative. If one would have to guess, this would mean the two unknown individuals he was about to present himself were heavily involved in their line of work, which means humor is a tombstone of what "fun" once was. However, it doesn't mean Jason shouldn't attempt at humor, even if the hilarity was going to be kept to himself.
"Let's see, the guards said the Representative's "domain" is over... Ah! There it is." He smiled as he finally arrived at his destination, his smile broadening as he spotted a woman entering the same doorway he will soon enter. "If she were to be Andor's Representative, perhaps those advices were right; my charm would be no match for her to focus on her duties." Jason smirked before straightening himself, glad to have his overcoat hanged by a guard, before he too approached the door. "Hmm..." He quietly mused, rejecting the motion to knock on the very door the brown-haired woman entered in. Perhaps he should approach this moment with more patience, possibly give the woman who entered in some time before she could feel relaxed instead of feeling unnecessary motions of pressure. Besides, it would be very gentleman of him to do so, since these were the echoing words his father and mother once told him when they weren't going out making business arrangements. With a single nod he patiently waited until the time was right, placing his hands behind his back before deciding to stand next to the door. "One wouldn't know if a door might strike when it's hinges are loose."

» By the time Hilda had approved the entrance of Dorothea, the Right Hand had already crossed nearly halfway towards the Representative's desk. "I had half-hoped to be turned away by silence." Dorothea admitted. "Though I knew that with all of the reports filing in it would be unlikely that you would rest." Though Dorothea and Hilda had known each other for only a few months, the Second had quickly discovered what her leader was like at home. "Is all going well in our lands?" A simple enough question, though the answer seldom seemed so.
The bulge of her flask was rather uncomfortable for Dorothea, yet she refused to reveal her weakness to Hilda. Dragoon himself would be the only one who knew what the Representative of all of Humanity would do if she suspected one of her seconds to be held by an addictive substance. "Is there anything I might be able to help you with Hilda?" The question was asked out of both kindness and the need to keep Dorothea focused on something other than her fiance.

Having looked at the reports from the previous Representative, she could tell that overall incidents and violence were on the rise. Phantasm attacks were becoming more frequent ever since that declaration thirty years ago. Was this their doing? All the incidents had no real link to them, but perhaps it may have been a chain reaction. It was just a thought with no real backing to it.
"I'm getting reports of incidents all over Terra Heroum. Phantasm attacks are the most prevalent..." she trailed off, rising from her seat and thinking about how to approach the next matter. It wasn't an easy one to think about, let alone deal with, but it was something relevant to their work and keeping the peace. She reached for a particular report and set it down on her desk facing Dorothea, "Though we're having issues within our very walls."
The report in question detailed an incident in the Merchants District involving a particular shopkeeper refusing service to a Beastfolk citizen that happened to have reptilian heritage. The noticeable scales and somewhat reptilian facial structure made it obvious and the shopkeeper tried to kick him out of his store without the Beastfolk having done anything. When some other customers tried to defend him, the shopkeeper made the remark 'He might be with that cult! The ones worshiping a dragon! Just look at him!'. Things began turning violent afterwards, as other customers sided with the shopkeeper and began trying to force the Beastfolk out. The guards managed to intervene and calm the incident, but not before physical harm was inflicted on the Beastfolk.
"The rise in Phantasm attacks is beginning to cause fear and worry among the people. Some are claiming that the Cult of the Great Dragon is the cause for it all, resulting in incidents like this. That's not the only report like it I've gotten either. There's been some 'citizen-based inquisitions' that have gone after known Mages, trying to out them as Pact Mages. We need some kind of progress on taking down the cult in order to ease the worries of the people."
The previous Representative, despite his best efforts, was only able to make a small amount of progress. After the initial mass execution of the messengers, they managed to track down a few more members that had been monitoring the event. Beyond that, however, they couldn't be found. They wanted to be seen and heard back then, and that's become more than clear. They've been silent since, at least silent enough that there's no obvious trail to them, leaving the people with constant fear of what's to come. The unknown is a frightening thing and there was only so much the government could do to bear that weight. |

"17...18...19...20..." Jason counted on as he was now leaning against the wall next to the door he was meant to enter, smiling nonchalantly as he looked at the paintings on who were the prior Representatives and Seconds that have done their part in keeping Andor alive this long, more or less. Despite the lack of understanding most of the political fronts on Andor, Ba'dagar, Cydonia, and Dracon, the basic unification all cities have in common is the terrible Phantasms attacking and seeking to ruin everything each faction has worked so hard in preserving; the right to live, survive, and fight back. It's not that Jason was never aware of Phantasms before, due to the nightly news he would hear from his parents' discussions, but as of late worrying over dark creatures that haven't really invaded the walls for some time wasn't really his top concern. Yet, being the Left Hand requires him to be on top of everything the Head Rep can and cannot observe, which meant Jason cannot rest until every report has been read, analyzed, taken action, written, and filed.[/color]
"27...28...29...30. Behave and do not be rude." He spoke to himself before opening the door, removing his careless attitude he carried down the halls before closing his eyes, standing upright, closing the door behind him, and bow with one hand across his chest with the other behind his back - almost like a butler would do. "Excuse me, Head Human Representative of Andor," he spoke formally, "my name is Jason Vorden, last son of one of Dracon's business families. I am also your new..." he then opened his eyes as he raised his head, only to be quite shocked that, not only did he spot the brown-haired woman from earlier, but also a red-haired woman standing behind the Head Representative's desk. "Left...Hand..." He finished his sentence, amazing that, from all of the advice he was told about the Head Rep and Right Hand, none of them ever mentioned he would be working alongside two women.

» Dorothea listened intently to Hilda's words. "Phantasm attacks are always a danger. However I do see your point. Never have they been so organized in recent years." The news of domestic violence in Andor disturbed her nearly as much as it disturbed Hilda. "I still have contacts in the Andor guard. I can learn of any more domestic issues such as that. Men and women should not be treated as such for just being born that way."
When Hilda brought up the cult Dorothea was shocked. "I had thought that the Cult of the Great Dragon had been destroyed and disbanded years ago. Does this mean they've reformed under a new High Priest?"
Dorothea's question was interrupted by a man walking into the office. He seemed well arranged, almost like a nobleman. He announced himself as the Left Hand of Man. He faltered towards the end of his announcement when he finally opened his eyes and looked up. "You must be Jason then. I am Dorothea Prevedell, Right Hand of Man. And I assume Hilda needs no introduction. It is good to finally meet you Jason."

Hilda had honestly been wondering when he would arrive; it was an awkward three months trying to split the duties between just her and Dorothea. Having him finally present would make things easier for all of them. Noting the man's shock as somewhat obvious, she figured it would be good to give a proper introduction.
"Just in case, I am Hilda Brandr, Human Representative. It is good to have you with us, Jason." she followed up on Dorothea's introduction, looking to her desk afterwards. Her hands reached to pick out a few reports of interest and gathered them into one pile. It was mostly reports related to the more domestic issues, such as the reptilian Beastfolk attack and the 'citizen-based inquisitions', with a couple on the nearby Phantasm attacks outside of the city walls. With them in hand, she walked over to Jason and handed him the small stack, "Familiarize yourself with the events in these reports, they are signs of a problem we need to deal with."
She then turned to head back to her desk, almost accidentally whipping Jason with the massive braid she wore. Focus on work sometimes made her forget about these kinds of thing. Right now her thoughts lied in how to solve the problem in front of them, and Dorothea brought a valid point about the cult. However, she had her own thoughts on the matter based on the work of the previous Representative.
"As for the cult, I'd think the same thing Dorothea if I didn't look over the work of the previous Representative. While all those who delivered that message thirty years ago were executed, they weren't the only ones tied to the cult. Others were found shortly after within the walls of the city, likely meant to watch over the event and the aftermath. The search was continued afterwards for more of them, with no results. While that could have been all of them, I'm doubtful. It feels like that would have been too easy. How could they fulfill their declaration if they essentially let themselves get wiped out?"
The idea of the cult just being wiped out and miraculously reformed years later just didn't sit well. While there's been no event with their mark since, with the kind of unease and worry left in their wake...it just didn't sit well. She felt like there needed to be more, or else those people would have died for nothing more than attempting to make people angry and afraid. Such a broad claim..."the end of the Age of Heroes"...you couldn't just say it and leave it at that. The hair whip is secretly more powerful than her halberd. This was definitely a surprising sight to behold. The brown-haired woman, now known as Dorothea Prevedell, was now in full view in front of Jason's eyes. She had a unique eyepatch, possibly custom-made, that disappears under her flowing hair. Her choice of attire was appealing, and nothing was left to his imaginative mind. With the red-haired woman, now known as Hilda Brandr, the first sight he noticed about her was her emerald green eyes, a rarity that should be admired and respected. In addition, her long braided hair was astonishing in its own right; hair growing that long seemed to make every other women's hair look short. "Ahem, forgive me. I meant no disrespect." He finally spoke as he stood upright. Never did he expect to work on government-related levels of work with not one woman, but two - the reality of that factor was still being processed within his thoughts.
However before he could input his personal questions, such as where should he begin in order to lighten the load off her back, he blinked as he watched Hilda silently piling up some reports off to one side of her desk. It didn't take long until Jason raised his hand out to grab hold of the small stack of reports he was now assigned to read over. He nodded with the order before his eyes widened when, the moment she quickly turned away, her braided hair curled upwards and looked ready to strike him like it was her third back hand. Fortunately it missed, a small exhale leaving his nostrils as he returned his gaze towards the reports. The first topic detailed an incident that is currently brooding to a standoff within the Merchant District. Although the city guards are present, a riot will surely uproar if this debacle with reptilian Beastfolk doesn't resolve quickly. As Jason switched through the pages it was obvious there was a subjective link to every event occurring within their walls. Also, since Jason is a Mage himself, it may add either fuel to the flames or hopefully water to subside the growing fear. With that in mind the answer seemed clear to Jason, but this is why there is also the Right and Head Rep to further iron out the plan of action.

That somehow many of the less prominent and vocal cultists hid themselves or their beliefs and are beginning to rise again after the fear of them had turned into a distant memory." A chilling thought to say the least. Dorothea unknowingly patted her flask through her clothing for comfort, making it appear to be patting her own left breast.
With Jason here to bring a fresh perspective Dorothea felt slightly relieved. "Hilda I must ask you however. What are your plans if this really is the cult making a resurgence? You know that most suspicion from the common man would be thrown on Taksaka." Though the Right Hand had not yet met the Beastfolk Representative, she had heard he was a difficult man to get along with, rather aloof and brooding and sometimes downright mean. Certainly not someone trying to make it hard to keep suspicion kept off of them. "Are you in communications with the Representatives about this?"

Taksaka would definitely be an easy target for such blame; he is half-dragon after all. That being said, Hilda has met Taksaka before and knows that more than a dragon he is a man with a purpose. Even if the common man's suspicions were well-founded, it would be extremely difficult to pin the blame on him. That being said, she didn't doubt there were some within Andor who uttered such nonsense.
"If we are being honest? No, I have yet to bring this up with the other Representatives. This is purely my own theory right now based on what has happened within Andor and around the other City-States, because we are not the only ones with increasing numbers of Phantasm Attacks. I did not wish to bring it up at the High Council without proper evidence to back it up first." Hilda knew this was a bold claim to make and spreading that claim without proper evidence would only cause more problems. "That aside though, I am hopeful that these claims and attacks are only found within our walls. At the very least, in Ba'dagar I pray that the Beastfolk are safe from such abuse."
While she would not wish these incidents upon any settlement, if she had to wish them in one place she would wish them within her own walls. Assaulting Beastfolk within the walls of Ba'dagar would truly mean nowhere was safe for them right now, and Cydonia did not leave much room to remove one's self from it. At least in Andor, there were numerous districts one could seek shelter in, and just as many who think those claims are nonsense.
"Jason, since you are here on your first day as Left Hand, what are your thoughts on the matter?" she called out to him, resting one hand on her hip and the other hanging by her side for now. "Technically three weeks, Head Representative." Jason formally corrected Hilda as he lowered the reports and hid both his arms behind his back. "What I'm understanding so far is that this event with the reptilian Beastfolk is occurring out of fear from speculated rumors of a cult of some sort." He then stepped closer towards Hilda's desk before turning to face both Hilda and Dorothea - from where Hilda stood, Jason stood on the left of her desk while Dorothea would be on the right, just to add a small perspective humor alongside their respective titles. "Something about praising towards a dragon that will, more or less, ' come to one day bring an end to our sinful lives and erase the existence of Heroes'." He then rolled his eyes as his tone turned disinterested in the quote he was informed to read from historical records. Also, this allowed Hilda and Dorothea see more of Jason's personality, rather than the formalities he was taught to speak from both his parents and his recent advisers.
Noticing his slight disposition Jason cleared his throat before looking towards Hilda. "Forgive me, I have never been one to be invested in organizations that were once fearful by name. If this cult is what the people of Andor are still discussing in taverns and behind our backs, then surely this could mean there is one, or a group, who is, or are, claiming that the Cult is alive without needing to prove much." He then sighed as he crossed his arms, hoping his perspective on the matter wasn't too far off on the possibility of this attack. "Thus, with embellished whispers into the ears of civilians, they're looking to cause distrust and hate towards those who may be part of the Cult by mere appearance." He then looked towards Dorothea. "Forgive me if this is sounding far-fetched, but so is the idea that a once-organized cult has somehow banded themselves together without anyone spotting suspicious activities." » Three weeks and we didn't see you. Dorothea thought to herself. When I took my position I started the day I was voted in. I didn't wait three weeks. Dorothea's was a special case. She was the result of an emergency vote when the previous Right Hand stepped down from office. When she had been approached by the legislators about putting her name forward, she hesitated. Her wedding had been enough time before hand that most people had forgotten it, but it still hurt whenever she thought about it. Only the work she has been doing alongside Hilda has taken her mind off of it.
"Jason, excuse me if this seems rude, but what have you been doing these past three weeks?" The question was out of her mouth before she could think. "I'm sorry, that was rude of me. You must have had training and such to prepare for your new role." Her hand immediately started a path towards the flask in her breast pocket. Only through willpower did she stop herself.
Dorothea remained quiet for some time after her unannounced inquiry. Jason did bring up good points about the Cult of the Great Dragon. She didn't believe the cult had disbanded those thirty years ago. It was more likely that they had just gone into hiding. In fact Dorothea half-suspected that Johan had been a member, though she didn't have any proof besides his status as a pact-mage.
"Well it does appear that the instances of prejudice are only here in Andor. If we can solve the issues here then we shouldn't need to bring it up with the High Council." Dorothea agreed. "If you wish I could lead an investigation starting tomorrow. See if I can root out the exact problem and put a stop to it." The Right Hand offered.

Three weeks of being nowhere near his duty, let alone her never having even met him prior to now. As far as she was concerned, this was his first day on the job and it didn't matter how long he had been in training prior. Skepticism was good, it kept everything in a rational line of thought, but she feared that he may have been a bit too skeptical to the point of denying the other possibility.
"Far-fetched the idea of the cult remaining may be, but it isn't an impossibility. It can neither be proven correct nor incorrect, so we cannot simply dismiss it. I also think you may have missed my intent, Jason. I do not believe the cult was 'disbanded and then united again; I believe they may have had more numbers than simply those that revealed themselves and the rest have simply remained in hiding." she replied, noting Dorothea's suggestion but holding onto it in her head for now. There was another point of clarification she had to make on each of their statements.
"As for nobody spotting suspicious activity, we have neither the time nor the capable manpower to send people to investigate every single claim of "my husband is cheating on me" or "my sister is whoring herself out for money" or any other odd claims of suspicious behavior that could also be considered "cultist activity". If we did, then we would never have a problem with cultists to begin with. However, so long as the possibility exists and is a relevant concern, I cannot ignore it. As far back as recorded Terran history goes, a cult surfacing at any point has never been a good sign." Hilda paused and shifted her gaze from Jason to Dorothea for now, "And Dorothea, I cannot say for sure this is not going on in the other City-States. My only reports from those regions come from travelling caravans operated by humans who wished to bring their concerns to my attention. Likely any incidents similar to this would be reported to their respective Representatives. I will be bringing the matter up at the next High Council meeting."
An audible sigh came from her mouth as she moved to sit back down at her desk, sorting through some other reports that were mixed in the mess. She gathered up another stack and set them near Dorothea, deciding for now that she'd at least give them their next assignments. Perhaps with the two of them finally present at the same time more work could be accomplished.
"Dorothea, I want you to start that investigation tomorrow with the individuals detailed here. They are the involved individuals in the Reptilian Beastfolk incident and would be a good place to start. Try and find out if there's some sort of old connection between them, why the shopkeeper instantly believed him to be part of the cult, anything you can. We need answers and a direction if the cult is an actual problem on our horizon." her eyes moved back to looking at Jason with the reports still in his hands, "And I want you to look into who could possibly profit from false rumors of the cult and why. Start with those 'inquisitions' some of the citizens have been performing, as I suspect you would be better able to judge their information than Dorothea or myself. I'll have the court mage provide you a list of the locations of these inquisitions and the individuals leading them. Both of you, keep a record of all possible information or leads you find regardless of their relevance to your investigation. We cannot discredit any possibility of what is causing this."
Hopefully the two were up to their respective tasks. If Hilda could be in three places at once she'd handle it herself but obviously that wasn't possible. They would handle the investigations while she continued to monitor for future incidents and keep tabs on what was going on. Not to mention she would likely be doing a personal patrol tomorrow; the best way to keep an eye on the city was to do it yourself, and she had a good vantage point to work from.

Jason thought as he softly smiled towards Dorothea's question. He was more than willing to respond to her question, however their attention must be focused on how to approach this dilemma with the reptilian Beastfolk. As such, Jason was given a stern response explaining how and why every active event that goes on in Andor go unnoticed, or do but never given further attention. Even then, Hilda's remark to Terran's past with cults does make his claim sound ridiculous. "So much for three weeks of training. They didn't even try squeezing in the history portion. Then again, it was taught to me as I grew up... huh... to think it would be important now than ever before."
He stood silent as Hilda began to sort out more reports into a pile before handing them over to Dorothea. Even though it was good to see another viewpoint on why the shopkeeper attacked the Beastfolk, Hilda's command for both Dorothea and Jason to conduct an investigation in there separate manners is their only chance to see what was the cause of this uproar. "Excellent, Head Representative." Jason complimented as he bowed shortly before grinning, taking on a much different tone than his previous manneristic character. "As the new Left Hand I cannot just simply play the simpleton role just to please the system the advisors wish for me to unquestionably follow." He explained as he stood upright and loosened his tie.
"To think that they would have me dress this formally before the two of you, when in actuality neither of you are dressed to represent your titles, as they would assume you ladies would." He laughed lightly, sighing for a moment before placing a hand on the left side of his forehead.
