Biggest issue I see is what to do with cases where the heritage stems from a Tier 0 Phantasm, since they are non-combatants and thus do not have any skills or abilities. That means they either gain nothing or can take anything they want, and neither is really fair or makes sense. On the other hand, the strength of the class just gets more insane as you go up in Tier of heritage since as it is now it is designed to be based on where your heritage came from.
Primal Surge I believe is fine, but Natural immunity, Extraordinary Ability, and Ancestral Inheritance should perhaps be changed to something that isn't so easily thrown off of power balance simply based on who decided to make a half-cat and who decided to make a half-dragon, for those that are interested in the class. You can certainly make it widely variable, but again, lets not make it a game of "Who made the higher tier Beastfolk".

Actually that is the entire point of this class. It is as diverse as the phantasms one can come from. If a Beastfolk comes from a Tier 0 Phantasm then this class is not for them. They will gain much more benefit from another class. The benefits you receive from this class can be pretty substantial, but you are also trading levels away for it. If you proceed to Tier 4 of this class then you have given up four levels that could go into another class. In some cases you will get more for your levels from other prestige classes, but you could also gain more by following another route.
If I were to make a change to it I would say abilities from this class would not be able to be improved. You would then gain a static bonus that would balance it to other prestige classes. This class is more of a gimmick class than one you would take to minmax your character. And again, if you're just a half-cat no one is forcing you to take this class. This class is as useful for a half-dog as the Halberdier class is for a character that exclusively uses swords.
