Who can access the class is up to you. It makes sense either way for this one.
That being said, I'm gonna have to ask you to redo the actual class bonuses. First, try to do it where Tiers 1, 2, and 4 give some kind of Skill that confers the bonuses. Second, Tier 3 gives the player a Tier 1 Ability relevant to the class (likely Martial in this case). Third, try to make it more than just "You get a lot of numbers against this specific target". Some numbers are okay, but I also like for Prestige classes to be more than just that. I like them to give players more things they can actually do beyond hit things harder.

It's an improvement, but still needs work. I...don't quite get what you have going on with the Tier 4, but no giving multiple skills. As well you somewhat missed what I meant about more than just numbers.
Take a look at the Berserker or Paladin class to get an idea of what I mean. Berserkers get their Blood lust which can then be utilized in multiple ways, some numbers-related and some not. It gives the player something they can actively do in a fight aside from just "I hit it". The Paladin is a bit closer to this model, with the first two giving some kind of raw numerical bonus but the Tier 4 Skill for a Paladin gives them a unique benefit they cannot get from simply increasing their numbers in other ways. Try to do something like that here, especially given the fact this class relies on fighting a very specific breed of target. There needs to be some reason why they'd want to be a Ranger instead of saying "Well I could get the Ranger bonuses, or I could just take Paladin and get pretty much the same numbers and then some other cool stuff."
